Assess methodological reasoning, not just experience lists
A strong proposal explains why a particular sampling approach, sample size and method mix fit your question. A weak one restates the terms of reference and attaches CVs. Ask shortlisted firms to justify a design choice you deliberately left open in the TOR.
Interrogate the quality assurance plan
Ask specifically how enumerators will be trained and certified, what share of interviews will be back-checked, how discrepancies will be handled, and who reviews data daily during fieldwork.
Check field reality and ethics
Confirm the partner understands community entry, county approvals, language coverage and the practical logistics of the specific areas involved. Confirm also their consent procedures, data protection practices and, where required, plans for ethical review.

- A transparent budget showing field days and team composition
- Clear deliverables, including datasets, syntax and documentation
